FG Unveils National Framework to Standardise Maintenance of Public Assets Nationwide

 

The Federal Government has unveiled a far-reaching framework aimed at strengthening the maintenance, preservation, and sustainability of public assets across the country.

The initiative, driven by the Federal Ministry of Housing and Urban Development through its Department of Federal Public Assets Maintenance (FPAM), introduces a set of Standard Operating Procedures (SOPs) designed to ensure effective, uniform, and sustainable maintenance of federal assets nationwide.

As part of the rollout, the Ministry has commenced engagements with Ministries, Departments, and Agencies (MDAs) to facilitate the adoption of the SOPs, providing a harmonised and standardised approach to asset maintenance within the Federal Public Service.

FPAM, a statutory department under the Ministry, is charged with overseeing maintenance functions across all MDAs. The department was established by Presidential Executive Order No. 11, which was officially gazetted on April 6, 2022.

To ensure smooth implementation, FPAM has introduced and distributed compliance forms alongside a comprehensive maintenance manual to MDAs. These tools form part of a certification and oversight process aimed at strengthening documentation, traceability, accountability, and adherence to approved maintenance standards and protocols.

Speaking on the initiative, the Director of FPAM, Mrs. Chioma Wogu-Ogbonna, said the framework is designed to institutionalise a proactive maintenance culture within MDAs, curb premature deterioration of government assets, and promote value-for-money through structured and standardised practices.

According to her, the SOPs and compliance tools were developed to deliver measurable outcomes, quality assurance, and consistency in asset management across government institutions.

Wogu-Ogbonna commended the Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore, for his unwavering leadership and institutional support, describing the framework as a major milestone in the Federal Government’s efforts to safeguard public assets nationwide.

She noted that the Permanent Secretary’s support has been pivotal in translating FPAM’s mandate into practical policies and operational frameworks.

In his remarks, Dr. Belgore reaffirmed the Ministry’s commitment to strengthening maintenance culture within the public service, stressing that effective preservation of public assets is essential for sustainability, improved service delivery, and prudent management of public resources.

He urged Permanent Secretaries across MDAs to collaborate closely with FPAM and ensure that agencies under their supervision align with the department’s regulatory and operational mandates as the central mechanism for public asset preservation.

To enhance awareness and operational efficiency, FPAM also unveiled innovative tools, including a smart card embedded with a QR code that provides instant online access to the department’s mandate and activities. The department has also rebranded its operational bus with the FPAM logo to support nationwide outreach, monitoring, and engagement.

In recognition of his leadership and support, FPAM presented an award plaque to Dr. Belgore, acknowledging his role in advancing the maintenance framework and positioning the department to unlock its vast untapped potential.

The Ministry reiterated that the successful implementation of the framework would ensure the longevity of government assets, promote accountability, and entrench a sustainable maintenance culture crucial for national development.
