Zacch Adedeji: Between Revenue Chief’s Office and APC Campaign Duties

The appointment of Nigeria Revenue Service Executive Chairman, Zacch Adedeji, as Deputy Director of Fundraising in the All Progressives Congress (APC) 2027 Presidential Campaign Council has triggered debate over the propriety of his involvement in partisan politics while serving as a federal revenue chief.

Former Senator Dino Melaye has indicated plans to challenge the appointment in court, arguing that Adedeji’s position as head of the country’s revenue agency could create a conflict of interest.

However, the controversy has also raised questions about whether Adedeji’s professional background and record should be considered alongside concerns about his political role.

Adedeji’s association with the Tinubu administration predates his appointment to the campaign council. He previously served as President Bola Tinubu’s Special Adviser on Revenue and was Commissioner for Finance in Oyo State under the late Governor Abiola Ajimobi. He also served as Executive Secretary and Chief Executive Officer of the National Sugar Development Council.

His career has largely focused on accounting, finance, revenue administration and public service.

A first-class graduate of Management and Accounting from Obafemi Awolowo University, Adedeji later obtained a master’s degree and PhD in Accounting. His career also included senior finance roles at Procter & Gamble before his transition into government.

At 33, he became Oyo State Commissioner for Finance, serving from 2011 to 2015. He later headed the National Sugar Development Council before becoming Special Adviser to the President on Revenue and subsequently Chairman of the Federal Inland Revenue Service in 2023. He now heads the Nigeria Revenue Service following the transition from FIRS.

The Presidency has previously highlighted his record in public finance and revenue administration, while President Tinubu praised his leadership of the revenue agency in January 2026, citing reforms, automation, staff development and revenue performance.

Adedeji’s supporters could therefore argue that his appointment to a fundraising position reflects his extensive experience in finance and revenue mobilisation. His professional background includes corporate finance, public finance and revenue administration at both state and federal levels.

The central issue, however, remains whether a serving head of a federal revenue agency should formally participate in a presidential campaign.

That question is separate from any judgment about Adedeji’s competence or integrity.

If public service regulations prohibit such political involvement, the relevant rules should be applied. If they do not, concerns about potential misuse of public office should be distinguished from evidence that such misuse has actually occurred.

The APC’s 2027 Presidential Campaign Council places Adedeji in the Finance and Fundraising directorate, where Governor Dapo Abiodun serves as Director of Fundraising and Adedeji as Deputy Director.

The council is headed by President Tinubu, with Vice President Kashim Shettima and APC National Chairman Nentawe Yilwatda serving as Vice Chairmen. Senator Abdulaziz Yari is Director-General, while Governor Hope Uzodimma serves as Secretary.

Given that Adedeji’s assignment falls within one of the campaign’s most financially sensitive areas, his appointment has naturally attracted attention.

Still, the debate over his role ultimately comes down to the applicable laws and public service regulations.

Adedeji’s critics are entitled to demand scrutiny, while his supporters can point to his professional experience and record. But allegations of possible conflict of interest should not automatically be treated as proof of wrongdoing.

The key question is therefore not simply why Adedeji was chosen, but whether the law permits him, as the serving head of Nigeria’s revenue administration, to occupy the political position assigned to him.

That is an issue that can ultimately be determined by the relevant rules and, if necessary, the courts.
